OGBE-IJOH MARKET FIRE OUTBREAK: AN URGENT REQUEST FOR ACCIDENT INVESTIGATION TEAM
First, I thank you for the time taking to visit the accident scene of the recent Ogbe-Ijoh Market fire outbreak on the 23rd of January, 2022. Your concern and visit to the scene as the Council Chairman was a step taken in the right direction. Your sympathy and empathy as a leader identifying with the people is commendable. Likewise the visit of his Excellency, Barr. Kingsley Otuaro, the Deputy Governor of the State on the 29th of January, 2022.
However, I wish to state unequivocally that these visits are not enough to stop the perianal fire outbreak in the Market. Consequently, I hereby use this medium to request you to urgently set up an accident investigation team to carry out a thorough investigation of the fire outbreak to ascertain both remote and immediate cause of fire outbreak in the Ogbe-Ijoh Market with the purpose of putting control measures to stopping the incessant fire outbreak in the Market. Terms of reference of the team shall be to investigate the cause and make recommendation that will forestall future reoccurrence.
Mr Chairman, you aware of the frequent fire outbreak in the Market. This was confirmed by his Excellency when he visited. There is no a year that Market has not experience fire outbreak and in each year it occured no investigation is carried out to identify the cause of the fire occurrence and if nothing is done the trend is likely to continue. With all indication in recent time from the year 2000 till date we have experienced about 15 fire outbreak occurring yearly in that Market. This is worry some. To state the fact, in each year of the fire outbreak, Government at both Local and State did little to assuage the plight of the people affected where properties worth millions of naira are damaged and lost to this perianal fire outbreak. Each time it occurs the poor Ogbe-Ijoh Women and other Market Women Traders in the Market are unattended to. They are left in squalor at their perils. No meaningful Government will allow it citizens to go under such painful and perilous condition year after year living in perpetual agony. The Ogbe-Ijoh Market women traders cannot continue to experience this annual ritual. Government at all levels must do something to stop this ugly accident occurring every year.
Mr. Chairman, you know the economic contribution and value of this Market to your Council. Statistically it is the highest revenue derivation Market to Warri South Local Council in terms of internally generated revenue (IGR). It is the oldest and largest Market in Warri. As a young growing Politician I don’t think you would allow petty sentiment to be cloud your sense of reasonable thinking and judgement over the position of this Market and what you should do as Council Chairman to ameliorate the stuffing of this Market Traders. When you visited you saw the wailing of the Women and I saw you shaking your head in sympathy.
What is expected of you is not only your sympathy visit to the Market but looking for lasting solution to stop this menace. The essence of Government is to provide for the protection of the people and their welfare. You may provide for relief materials to cushion the immediate effect of the affected Traders but what is needed is the lasting solution to nip in the bud the reoccurrence of this fire and that is the constitution of an investigating team to investigate and unravel the yearly cause of fire in that Market.
To this end, I conclude to reiterate my request to call on you to immediately constitute an accident investigation team made of professionals to investigate this yearly fire outbreak in the Market. You may engage consultancy Services if MDAs are not available. This I think will serve as solution to this problem.
